{"id":6931,"date":"2019-05-28T22:03:50","date_gmt":"2019-05-28T20:03:50","guid":{"rendered":"https:\/\/www.pierrejohnson.eu\/?p=6931"},"modified":"2019-05-30T20:01:44","modified_gmt":"2019-05-30T18:01:44","slug":"ylang-ylang-from-comoros-saving-distillation-fuel-wood","status":"publish","type":"post","link":"https:\/\/www.pierrejohnson.eu\/en\/ylang-ylang-from-comoros-saving-distillation-fuel-wood\/","title":{"rendered":"Ylang ylang from the Comoros: Saving distillation fuel wood"},"content":{"rendered":"<h3>Evaluation of the Ylang value chain &#8211; Improved Distillation programme<\/h3>\n<p>In March 2019, a team led by Pierre JOHNSON, international consultant, with Wassilati MBAE, expert of the Comoros ylang ylang value chain, conducted the evaluation of the 2nd phase of the FY-DAFE programme (2016-2019) of the NGO <a href=\"http:\/\/id-ong.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Initiative D\u00e9veloppement<\/a>, with funding by the <a href=\"https:\/\/www.afd.fr\/en\" target=\"_blank\" rel=\"noopener noreferrer\">French Development Agency<\/a>, and the <a href=\"https:\/\/www.ffem.fr\/en\" target=\"_blank\" rel=\"noopener noreferrer\">French Facility for Global Environment<\/a> and other backers. This evaluation concluded on the relevance, effectiveness and sustainability of the project in its main objectives, and made recommendations for the third and final phase of the programme (2019-2021).<\/p>\n<h4><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6906\" src=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson-300x185.jpg\" alt=\"\" width=\"600\" height=\"369\" srcset=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson-300x185.jpg 300w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson-768x472.jpg 768w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson-1024x630.jpg 1024w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson-1080x664.jpg 1080w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/FYDAFE_eval_team-PierreJohnson.jpg 1775w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/h4>\n<h4>Context and programme goals<\/h4>\n<p><strong>The Comoros Islands<\/strong>, situated northwest of Madagascar in the Indian Ocean, is the world\u2019s leading producer and exporter of the best available quality of ylang-ylang essential oil, an important resource for employment and export revenues. Eighty percent of the production and distillation of the flowers is concentrated in the island of Anjouan, particularly affected by development challenges (demography, rural poverty, accelerated deforestation). Little known to consumers, the distillation of essential oils requires significant energy resources, which in developing countries is usually provided by wood. Distillation equipment traditionally used in the Comoros and Madagascar is energy-intensive and dangerous for the operators\u2019 health.<\/p>\n<p>During its first phase (2013-2016), the NGO developed and disseminated through the FY-DAFE programme a model of improved distillation units with a fuel-saving oven (Unit\u00e9s de distillation am\u00e9lior\u00e9es \u00e0 foyer autonome, or UDAFE) in order to reduce the pressure on the wood resource. The second phase of the programme (2016-2019) focused on extending the programme, training the actors, and structuring the value chain according to a fair, competitive and sustainable model. Indeed, one of the lessons of the programme is the limits of a purely technical approach to distillation relying solely on prototyping new, more efficient versions and their dissemination.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6925 size-full\" src=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/UD2-PierreJohnson.png\" alt=\"Unit\u00e9s de distillation aux Comores\" width=\"600\" height=\"400\" srcset=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/UD2-PierreJohnson.png 600w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/UD2-PierreJohnson-300x200.png 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>The technical approach is necessary, but the relationships between the different categories of actors, their education level and the distribution of added value largely determine the possibilities of a sustainable, competitive and fair development of the value chain. Training and facilitating a dialogue and consultation process among the different categories of actors in the value chain were also the focus of several components of the programme. The process took several forms under FY-DAFE 2. In addition to these actions in the ylang-ylang value chain, reforestation actions were initiated in a particular area of the island in partnership with Dahari, a Comorian civil-society organization.<\/p>\n<h4>Evaluation method and intervention rationale(s)<\/h4>\n<p>For this evaluation, we implemented a 360\u00b0 evaluation approach, starting with a global diagnosis of the Comorian Essential Oil Improved Distillation value chain, and conducting a series of field surveys with stakeholders of the value chain, after reconstructing Initiative D\u00e9veloppement\u2019s intervention rationale. Based on these surveys, we were able to rate each of the obtained results, following OECD criteria for development cooperation.<\/p>\n<p><strong>Reconstructing the intervention rationale<\/strong> made it possible to highlight the complementarity of three aspects of the programme: technical (the production and installation of UDAFE, technical training), environmental (reforestation, in partnership with Dahari) and facilitating change across the value chain. The latter component was unexpectedly but fruitfully expressed in a multifaceted way and included setting up a dialogue framework at the sector level, defining best practices for the sector with the <a href=\"http:\/\/www.nrsc.fr\/\" target=\"_blank\" rel=\"noopener noreferrer\">NRSC<\/a>,and implementing the Change Oriented Approach, a highly participatory process, in the Nioumak\u00e9l\u00e9 area. The results of these complementary processes, relatively porous to one another, turned out to be positive and sustainable. The programme has thus provided the foundation to build an ylang-ylang inter-branch organization under the aegis of the actors and the competent administrations.<\/p>\n<p><strong><span class=\"tlid-translation translation\" lang=\"en\"><span title=\"\">The value chain <\/span><\/span><\/strong><span class=\"tlid-translation translation\" lang=\"en\"><span title=\"\"><strong>study<\/strong> c<\/span><\/span><span class=\"tlid-translation translation\" lang=\"en\"><span title=\"\">onducted by the evaluation team is based on the Value Links 2.0 approach and on an unprecedented and exclusive socio-anthropological analysis of the context of essential-oil production in Anjouan. This aspect of evaluation is innovative because the socio-cultural fabric that contributes to structuring the value chain is often ignored. It is however decisive here because of the importance of traditional relations. On the economic front, our study develops a typical distribution of income per type of actor (distiller, labourer, flower producer and flower picker), providing a basis for a fairer distribution of the added value and a better definition of selling prices at different points of the chain.<\/span><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6949\" src=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/VCA-HE-YC-ID-En-PierreJohnson-1024x734.png\" alt=\"\" width=\"837\" height=\"600\" \/><\/p>\n<h4>The evaluation<\/h4>\n<p>With the authorization of Initiative D\u00e9veloppement, the main results of the evaluation, in the order of expected results of the FY-DAFE 2 programme, are presented as follows:<\/p>\n<p><strong>1. UDAFE component.<\/strong> The programme fully achieved its goals by installing 41 UDAFEs under the FY-DAFE 2 programme, 35 of which directly. As a result, pressure on the wood resource was reduced for every distillation unit. One hundred training courses, mainly technical, but also in entrepreneurship, were provided to more than eight hundred people. The evaluation team identified new and useful training areas, such as health and safety at work. The new UDAFE generations are successively more efficient in terms of energy efficiency, and their handling requires some support.<\/p>\n<p><strong>2. <\/strong><span class=\"tlid-translation translation\" lang=\"en\"><span title=\"\"><strong>Reforestation component<\/strong>.<\/span> <span class=\"\" title=\"\">The establishment of an effective partnership with Dahari, a local civil-society organization, laid the foundations for sustainable management of the wood energy resource. The wood-energy sector has yet to exist in Anjouan, and wood-energy supply plans for the distillation units remain to be developed. The ylang-ylang essential oil value chain is very dynamic, which raises the question of the sustainability of the wood energy resource despite the effectiveness of the UDAFE.<\/span><\/span><\/p>\n<p><strong>3. <\/strong><span class=\"tlid-translation translation\" lang=\"en\"><span title=\"\"><strong>Technical training<\/strong>.<\/span> <span title=\"\">Ninety percent of the target in terms of the number of distillers trained to improve the management of their business and the production of traceable quality essential oils has been achieved. Results in terms of the quality and traceability of the value chain are however still mixed.<\/span><\/span><\/p>\n<p><strong>4. Structuring the value chain<\/strong> <strong>progressively<\/strong> according to a fair, competitive and sustainable model is an important goal for the actors of the value chain and the project partners. The activities proposed by ID to achieve this evolved as the programme developed, to integrate the different processes described above. The results are positive and the implemented activities are relatively efficient, and certainly sustainable, thanks to the inclusiveness of the approach.<\/p>\n<p><strong>5. Valuation of the carbon emission reductions<\/strong> due to the project through the contemplated certification scheme did not have the expected result because of the gap between the participatory and progressive approach of the project and the metrics of the carbon certifiers.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6946\" src=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/ResultatsRadar_En-300x282.png\" alt=\"\" width=\"600\" height=\"565\" srcset=\"https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/ResultatsRadar_En-300x282.png 300w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/ResultatsRadar_En-768x723.png 768w, https:\/\/www.pierrejohnson.eu\/wp-content\/uploads\/2019\/05\/ResultatsRadar_En.png 863w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<h4><strong><span class=\"tlid-translation translation\" lang=\"en\"><span class=\"\" title=\"\">Perception by the players involved<br \/>\n<\/span><\/span><\/strong><\/h4>\n<p><span class=\"tlid-translation translation\" lang=\"en\"><span class=\"\" title=\"\">The field survey allowed us to compare various actors\u2019 appreciation of the main expected results of the project. At this stage, distillers and exporters are those who have benefitted most from it. The component that was unanimously well appreciated was the one improving the energy efficiency of distillation, followed by the training of distillers and labourers, who valued the training, though a significant turnover prevented all those currently practicing to benefit from it. The results of the \u201csustainable supply chain\u201d component must become more tangible for the actors in the sector beyond distillers and exporters, particularly for the labourers. Cette \u00e9valuation a conclu \u00e0 la pertinence, \u00e0 l'efficacit\u00e9 et \u00e0 la durabilit\u00e9 du projet dans ses principaux objectifs, et \u00e9mis des recommandations pour la 3e et derni\u00e8re phase du programme (2019-2021).<\/p>\r\n<p>[Photo : fleur d'ylang ylang]<\/p>\r\n<h4>Contexte et objectifs du programme<\/h4>\r\n<p><strong>L'archipel des Comores<\/strong>, au Nord-Ouest de Madagascar, dans l'Oc\u00e9an Indien, est le premier producteur et exportateur au monde d\u2019huile essentielle (HE) d\u2019ylang ylang, avec la meilleure qualit\u00e9 disponible. Celle-ci repr\u00e9sente une ressource importante pour l'emploi et les recettes d'exportation du pays. La production et la distillation des fleurs sont concentr\u00e9es \u00e0 80% sur l'\u00eele d'Anjouan, particuli\u00e8rement touch\u00e9e par les d\u00e9fis du d\u00e9veloppement (d\u00e9mographie, pauvret\u00e9 rurale, d\u00e9forestation acc\u00e9l\u00e9r\u00e9e). Fait peu connu des consommateurs, la distillation des huiles essentielles demande des ressources importantes, g\u00e9n\u00e9ralement fournies par le bois-\u00e9nergie dans les pays en d\u00e9veloppement. Les \u00e9quipements de distillation traditionnellement utilis\u00e9s aux Comores et \u00e0 Madagascar sont \u00e9nergivores et m\u00eame dangereux pour la sant\u00e9 des op\u00e9rateurs.<\/p>\r\n<p>Au cours de sa premi\u00e8re phase (2013-2016), l'ONG a \u00e9labor\u00e9 et diffus\u00e9 \u00e0 travers le programme FY-DAFE un mod\u00e8le d\u2019unit\u00e9s de distillation am\u00e9lior\u00e9es \u00e0 foyer autonome (UDAFE), permettant de r\u00e9duire la pression sur la ressource bois. La deuxi\u00e8me phase du programme (2016-2019) a mis l\u2019accent sur l\u2019extension de ce programme, la formation des acteurs, et la structuration de la fili\u00e8re sur un mod\u00e8le \u00e9quitable, comp\u00e9titif et durable. En effet, une des le\u00e7ons du programme est la limite repr\u00e9sent\u00e9e par une approche purement technique de la distillation, reposant uniquement sur le prototypage de nouveaux mod\u00e8les plus efficients, et leur diffusion.<\/p>\r\n<p>[Photo d'un foyer traditionnel \/ Photo d'une UDAFE avec distillateur 70 ans]<\/p>\r\n<p>Cette approche technique est n\u00e9cessaire, mais les relations entre cat\u00e9gories d\u2019acteurs, leur niveau de formation, et la r\u00e9partition de la valeur ajout\u00e9e, d\u00e9terminent en grande partie les possibilit\u00e9s d\u2019un d\u00e9veloppement durable, comp\u00e9titif et \u00e9quitable de la chaine de valeur. Aussi, la formation et l\u2019animation d\u2019un processus de dialogue et de concertation entre les diff\u00e9rentes cat\u00e9gories d\u2019acteurs de la fili\u00e8re faisait l'objet de plusieurs volets du programme. Ce processus a pris plusieurs formes dans le cadre du FY-DAFE 2. En compl\u00e9ment de ces actions orient\u00e9es sur la fili\u00e8re ylang ylang, des actions de reboisement ont \u00e9t\u00e9 initi\u00e9es sur une partie de l'\u00eele, en partenariat avec Dahari, une organisation de la soci\u00e9t\u00e9 civile comorienne.<\/p>\r\n<h4>M\u00e9thode d'\u00e9valuation et logique(s) d'intervention<\/h4>\r\n<p>Pour cette \u00e9valuation, nous avons pu mettre en \u0153uvre une d\u00e9marche d'\u00e9valuation \u00e0 360\u00b0, depuis un diagnostic global de la fili\u00e8re Huile Essentielle des Comores - Distillation Am\u00e9lior\u00e9e \u00e0 Foyer \u00c9conome, jusqu'\u00e0 une s\u00e9rie d'enqu\u00eates de terrain aupr\u00e8s des acteurs de la fili\u00e8re, apr\u00e8s reconstitution de la logique d'intervention d'Initiative D\u00e9veloppement. Ces enqu\u00eates nous ont permis d'attribuer une notation \u00e0 chacun des r\u00e9sultats obtenus, en suivant les crit\u00e8res de l'OCDE pour la coop\u00e9ration au d\u00e9veloppement.<\/p>\r\n<p>La <strong>reconstruction de la logique d\u2019intervention<\/strong> a permis de mettre en \u00e9vidence la compl\u00e9mentarit\u00e9 de trois aspects du programme : technique (production et installation d\u2019UDAFE, formation technique), environnemental (reboisement, en partenariat avec Dahari) et d\u2019animation de processus de changement \u00e0 l\u2019\u00e9chelle de la chaine de valeur. Ce dernier volet a pris une expression multiforme impr\u00e9vue mais f\u00e9conde : mise en place d'un cadre de concertation \u00e0 l\u2019\u00e9chelle de la fili\u00e8re, d\u00e9finition de bonnes pratiques pour la fili\u00e8re avec le <a href=\"http:\/\/www.nrsc.fr\/\" target=\"_blank\" rel=\"noopener noreferrer\">NRSC<\/a>, et mis en \u0153uvre de l'Approche Orient\u00e9e Changement, un processus hautement participatif, dans la r\u00e9gion du Nioumak\u00e9l\u00e9. Les r\u00e9sultats de ces processus compl\u00e9mentaires et relativement poreux entre eux, sont apparus positifs et durables. Le programme a ainsi fourni les bases de la construction d'une Interprofession ylang ylang sous l'\u00e9gide des acteurs et des administrations comp\u00e9tentes.<\/p>\r\n<p><strong>D\u00e9velopper sur AOC et Interprofession.<\/strong><\/p>\r\n<p><strong>L\u2019\u00e9tude de la chaine de valeur<\/strong> effectu\u00e9e par l'\u00e9quipe s\u2019appuie sur la m\u00e9thodes Value Links 2.0 et sur une analyse socio-anthropologique in\u00e9dite et exclusive du contexte de la production d'huiles essentielles \u00e0 Anjouan. Ce dernier aspect de l'\u00e9valuation nous parait novateur, car le tissu socio-culturel qui contribue \u00e0 la structuration de la chaine de valeur est souvent ignor\u00e9. Or il a une importance d\u00e9terminante ici, du fait de l'importance des relations traditionnelles. Sur le plan \u00e9conomique, notre \u00e9tude a permis de d\u00e9gager une r\u00e9partition type du revenu par acteurs (distillateurs, man\u0153uvres, producteurs de fleurs, et cueilleuses), fournissant une base pour une r\u00e9partition plus \u00e9quitable de la valeur ajout\u00e9e et la d\u00e9finition de prix de vente et d'achat aux diff\u00e9rents maillons de la fili\u00e8re.<\/p>\r\n<p>[Diagramme simplifi\u00e9 de la chaine de valeur]<\/p>\r\n<h4>L'\u00e9valuation<\/h4>\r\n<p>Voici, avec l'autorisation d'Initiative D\u00e9veloppement, les principaux r\u00e9sultats de l'\u00e9valuation, dans l'ordre des r\u00e9sultats attendus du programme FY-DAFE 2 :<\/p>\r\n<p><strong>1. Volet UDAFE.<\/strong> Le programme a pleinement atteint ses objectifs par l\u2019installation de 41 UDAFE sous le programme FY-DAFE 2, dont 35 directement par le programme. En cons\u00e9quence, la pression sur la ressource en bois a \u00e9t\u00e9 r\u00e9duite de moiti\u00e9 par unit\u00e9 de distillation. Une centaine de formations ont \u00e9t\u00e9 apport\u00e9es \u00e0 plus de 800 personnes, principalement techniques, mais aussi entrepreneuriales. L\u2019\u00e9quipe d\u2019\u00e9valuation a identifi\u00e9 de nouveaux th\u00e8mes de formation utiles, comme la sant\u00e9 et la s\u00e9curit\u00e9 au travail. Les nouvelles g\u00e9n\u00e9rations d\u2019UDAFE sont \u00e0 chaque fois plus performantes sur le plan de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique, et leur prise en main demande un accompagnement<\/p>\r\n<p><strong>2. Volet reboisement.<\/strong> La mise en place d\u2019un partenariat efficace avec l\u2019OSC Dahari a permis de poser les fondations d\u2019une gestion de la ressource en bois-\u00e9nergie participative durable. La fili\u00e8re bois-\u00e9nergie n\u2019existe pas encore \u00e0 Anjouan, et les plans d\u2019approvisionnement en bois-\u00e9nergie des unit\u00e9s de distillation restent encore un concept \u00e0 d\u00e9velopper. La fili\u00e8re HE ylang ylang est tr\u00e8s dynamique, ce qui pose la question de la p\u00e9rennit\u00e9 de la ressource en bois-\u00e9nergie, malgr\u00e9 l\u2019efficacit\u00e9 des UDAFE.<\/p>\r\n<p><strong>3. Formation technique des acteurs.<\/strong> 90% de l'objectif en termes de nombre de distillateurs form\u00e9s \u00e0 mieux g\u00e9rer leur activit\u00e9 et ayant renforc\u00e9 leurs capacit\u00e9s \u00e0 produire des HE tra\u00e7ables de qualit\u00e9 a \u00e9t\u00e9 atteint. Cependant, les r\u00e9sultats en termes de qualit\u00e9 et de tra\u00e7abilit\u00e9 des HE2YC sont encore mitig\u00e9s.<\/p>\r\n<p><strong>4. La structuration progressive de la fili\u00e8re<\/strong> sur un mod\u00e8le \u00e9quitable, comp\u00e9titif et durable constitue un objectif important pour les acteurs de la fili\u00e8re et les partenaires du projet. Les activit\u00e9s propos\u00e9es par ID pour atteindre ce r\u00e9sultat ont \u00e9volu\u00e9 au cours du programme, pour int\u00e9grer diff\u00e9rents processus d\u00e9crits plus haut. Les r\u00e9sultats sont positifs et le dispositif mis en place est relativement efficace, et surtout durable, du fait du caract\u00e8re inclusif du dispositif mis en \u0153uvre.<\/p>\r\n<p><strong>5. La valorisation des r\u00e9ductions d\u2019\u00e9missions de carbone<\/strong> permises par le projet \u00e0 travers les m\u00e9canismes pr\u00e9vus par une certification n\u2019a pas eu le r\u00e9sultat attendu, du fait de l'\u00e9cart entre la d\u00e9marche participative et progressive du projet et la m\u00e9trique des certificateurs carbone.<\/p>\r\n<p>[Diagramme radar]<\/p>\r\n<p><strong>Perception des acteurs<\/strong><\/p>\r\n<p>L'enqu\u00eate de terrain a permis de croiser les appr\u00e9ciations des diff\u00e9rents acteurs sur les principaux r\u00e9sultats attendus du projet. \u00c0 l'\u00e9tape actuel, ce sont les distillateurs et les exportateurs qui ont per\u00e7oivent le mieux les b\u00e9n\u00e9fices. Le volet ayant re\u00e7u une appr\u00e9ciation unanimement positive est celui visant \u00e0 l'efficacit\u00e9 \u00e9nerg\u00e9tique de la distillation, suivi par la formation des distillateurs et des man\u0153uvres, qui l\u2019ont appr\u00e9ci\u00e9, m\u00eame si ces derniers souffrent d\u2019un turnover important qui a emp\u00each\u00e9 de toucher tous ceux exer\u00e7ant actuellement. Les r\u00e9sultats du volet \u00ab fili\u00e8re durable \u00bb doivent devenir plus tangibles, notamment par les man\u0153uvres, pour les acteurs de la fili\u00e8re au-del\u00e0 des distillateurs et des exportateurs.
